In a strongly worded statement, Owoupele Eneoriekumoh Owous, the National Chairman of the Reformed Niger Delta Ex-Agitators Forum, has condemned what he describes as the “baseless and orchestrated” press conference organized by the Concerned Niger Delta Youths Movement—a group allegedly sponsored by Dennis Burutu Otuaro. Owou emphasized that the group's attempt to divert attention from the failures of Dr. Otuaro’s administration is not only futile but also reveals their desperation to cover up the deep-seated inadequacies.
Owoupele Eneoriekumoh Owous did not mince words in criticizing Otuaro’s tenure. He asserted that the administrator has proven to be a gross disappointment not only to his superiors but to the entire Niger Delta region and the federal government under President Asiwaju Bola Ahmed Tinubu. According to him, Otuaro’s incompetence and lack of professionalism have rendered him incapable of effectively implementing the Renewed Hope agenda, which aims to bolster development and peace in the oil-rich region.
Describing Otuaro’s leadership as a “waste of time and resources,” Owou further accused him of unfitness for the sensitive role of overseeing the Niger Delta Amnesty program. “His track record is riddled with a pattern of sponsoring miscreants and jobbers to inflate his praise and secure political cover while neglecting the true beneficiaries of the program,” Owou declared. He lamented that instead of genuinely empowering former militants and at-risk youth, Otuaro has diverted allocations and resources to cronies, thereby undermining the core objectives of the initiative.
The forum leader elaborated on the abuse of the Amnesty program, stating that Dr. Otuaro has abused its potential by disbursing funds to his loyalists and ignoring the original beneficiaries—many of whom are in dire need of training, skill acquisition, and empowerment. “Rather than focusing on meaningful development, he has engaged in frivolous activities that do little to advance the peace process or socio-economic growth,” Owou emphasized.
Owoupele Eneoriekumoh Owous did not hold back in calling for decisive action. He pointed out that the actions of Otuaro demonstrate a glaring lack of capacity to manage the Amnesty program effectively. “His priorities are misplaced, and his methods are questionable. The region deserves leadership that can genuinely address its needs,” he said.
In light of these failures, the Reformed Niger Delta Ex-Agitators Forum has issued a firm demand for Otuaro’s immediate replacement. They insist that his successor must be someone who understands the complex dynamics of the Amnesty program and is committed to prioritizing the legitimate concerns of the Niger Delta’s disenfranchised youth and ex-agitators.
Finally, Owoupele Eneoriekumoh Owous called on the relevant authorities to swiftly intervene. “The region’s peace and development depend on transparent and accountable management of the Amnesty program. It is imperative that steps are taken now to rectify the current mismanagement and ensure that the program fulfills its original purpose—creating sustainable peace and economic opportunities for Niger Delta’s youth,” he concluded.
